The original "IDL" from Object Management Group

This is another supported IDL that has been discussed for a while, mostly because of its use in DDS (Data Distribution Service) implementations.

Should be relatively complete but has not been heavily tested in integration with other tools like multiple DDS implementations -> feedback as always welcome through Issue tracker.

Closed by mistake. Now rebased (one-line conflict in setup.py) and sign-offs added. Ready to merge.
