Theme toggler defaults to dark theme, requires extra interactions to switch theme

Screen recording shows admin panel, but this was reproducible on public route as well. This bug appears to happen if you are already on dark theme, then reload the page. After this, the toggle seems to work fine. I believe expected behavior is that the toggler reflects the opposite of the current theme to indicate switching.
