Restore the official linked DeepWiki badge beside CI in the English and Simplified Chinese READMEs. The wiki remains useful as an entry point even while its index may be stale.
Validation:
git diff --checkpassed.curl --fail --locationreturned HTTP 200 for both the badge SVG and the StateEval wiki page. No local runtime tests were run for this two-line documentation change; the existing GitHub Actions checks remain the merge gate.
