Overview
Updates two CI workflows to newer GitHub Action versions and aligns permissions with least-privilege defaults.
The check commit signing workflow now sets
contents: readat the workflow level and upgradesactions/checkoutfrom v6 to v7. Dependency review uses the same checkout bump and pinsactions/dependency-review-actionfrom v4 to v5.0.0; license allow/deny settings are unchanged.Reviewed by Cursor Bugbot for commit c96a077.
