Add a scala.yml function that runs the scala format checker and runs tests so we aren't reliant on a travisci pipeline. I'll remove the travis config after testing.

Add SBT support... I think...
Remove dependencies uploads for now. This was canned config github added.
Remove the Travis config since the GitHub actions work.

@jtshaw The change looks good; I don't think, though, that this repo is set up to auto-squash commits on merge (unless I'm missing the setting). As a matter of housecleaning, what say you to squashing to those five commits down to one? |
