Time entries cannot be marked billable or given an hourly rate #650

Description

@rubenvdlinde

What happens

When you log time on a task, you can enter a duration, a date and a description. You cannot mark the entry as billable or not, and you cannot give it an hourly rate. Every entry keeps the schema defaults, so it has no value you could invoice.

Why

Read at development 6fa5ef5.

  • plannedTimeEntry in lib/Settings/planninq_register.json declares billable (boolean) and hourlyRate (number, default 0).
  • src/dialogs/TimeEntryDialog.vue, the only create and edit form for time, has fields for duration, date and description only.
  • src/store/timeEntries.js never sets billable or hourlyRate on create (:157) or update (:181).

Fix direction

  1. Add a billable switch and an optional hourly rate to TimeEntryDialog.
  2. Default the rate from the project's hourlyRate once the project form can set it (You cannot set a project key, reopen an archived project, or enter a budget or rate #648).
  3. Show both on the timesheet, so a total value per week is possible.

Live check

  1. Open a task and choose "Log time". Expected today: no billable or rate field.
  2. Read the created entry through the OpenRegister API. Expected today: hourlyRate is 0 and billable is the schema default.

Matrix rows

tim-billable and tim-rates (both pending), tim-to-invoice in openspec/parity/capabilities.json (PR #645).
