Dutch users see 67 labels and messages in English

What happens

A user with Nextcloud set to Dutch sees 67 labels, buttons and messages in English, mixed with Dutch ones. Examples: "Week", "Duration", "Log time", "Go to projects", "Save estimate", "You do not have access to this project."

Why

Read at development 6fa5ef5. A script collected every t('planninq', '...') and n('planninq', ...) string in src/ and every ->t('...') in lib/. That gives 259 strings. 67 of them have no entry in l10n/nl.json (269 keys). The regex misses strings split over lines, so the true number may be a little higher. Manifest labels (page titles, widget titles) were not checked.

l10n/en.json misses 76 of the same 259 strings. That does not change what an English user sees, but the source catalogue is also incomplete.

Fix direction

1. Add the 67 Dutch translations below to l10n/nl.json and regenerate l10n/nl.js.
2. Land the parity gate from [OpenSpec] fix-l10n-parity-gate #344, so a new untranslated string fails CI.
3. Three of the source strings ("Failed to delete a column / task / time entry...") contain an em-dash. Rephrase those in English first, then translate.

Live check

1. Set your Nextcloud language to Nederlands.
2. Open the Timesheet, a project Timeline and the Portfolio page. Expected today: "Week", "Day", "Today", "Log time" and "Open work" in English.
