projection: publish clean MPLP public OSS candidate

Summary

This PR publishes the clean MPLP public OSS projection generated from Coregentis/MPLP-Protocol-Dev using release-config.yaml.

It intentionally removes Dev/Codex execution surfaces from the public repository and keeps the public repo as a clean OSS release projection:

• no .codex/**
• no .agents/**
• no AGENTS.md
• no scripts/codex/**
• no raw release evidence under artifacts/release/**
• no package dist/**, node_modules/**, wheels, sdists, or tarballs

Governance Boundary

• No GitHub Agents/Copilot Agent service was used.
• No npm/PyPI mutation was performed.
• No tag or GitHub Release mutation was performed.
• No direct push to main was performed.
• No PR merge is authorized by this PR creation.
• Official docs.mplp.io publication remains tied to Coregentis/MPLP-Protocol protected main after owner-authorized merge.

Local Gates

• Generated fresh bundle from Dev with release-config.yaml.
• Bundle file count: 768.
• Forbidden path scan: 0.
• Local path / credential pattern scan: 0.
• Docusaurus build passed in a git-initialized disposable test copy.

Closed because Public OSS branch governance requires the public repository itself to retain only main; this public-hosted projection branch violates the stricter clean single-branch surface policy. The clean projection evidence remains in Dev and will be re-executed through a governance-correct path.
