Migrates active public footer identity from Bangshi Beijing to Jearon Wong. Preserves frozen schema, invariant, verdict, registry, license, and evidence surfaces. Does not change Validation Lab adjudication semantics. Does not introduce certification, endorsement, or regulator approval claims. Does not modify Protocol, Website, V2, remotes, package registries, or GitHub settings.
