feat: complete ticket management and accelerate verified releases

Relay provides an account-bound SDP ticket workspace and global notification inbox, with linked Dynatrace context. This change also reduces CI serialization while retaining the protected Build, SonarQube, and Snyk gates and every Windows verification stage.

• Support live ticket queues, standard and custom fields, creation/editing, reply/forward, assignment/status changes, close/reopen, attachments, notes/resolution, tasks/worklogs/approvals, checklists, reminders, history, bounded bulk changes, and linking/merging.
• Refresh visible queues and conversations while preserving drafts, filters, pagination, unread-reply handling, account isolation, encrypted expiring outage copies, and browser/desktop capability boundaries. Keep monitoring active across tabs and link verified Dynatrace problem context.
• Split Electron workflows across four isolated runners and run browser/PocketBase workflows independently. Build the Windows production artifact once, verify its SHA-256 on parallel bootstrap/startup runners, and run synthetic updater verification alongside packaging. A final aggregate gate exposes the artifact only after every branch succeeds.
• Restore matching prebuilt native modules, verify host SQLite in a fresh process, and invalidate stale Electron ABI markers. Preserve source-compilation fallback, native architecture checks, and packaged SQLite ABI verification.
• Keep fresh Sonar analysis on the final main commit and report phase/sensor timing without changing security verdicts. Add exact-tree draft-only release tests that verify uploaded bytes and delete the draft automatically without public promotion.

Validation:

• Typecheck, lint, formatting, production build, diff checks, and production dependency audit passed; audit found zero vulnerabilities.
• 7,559 unit/cache/renderer tests, 56 Electron tests, and 21 browser tests passed locally. Three Windows-only unit tests and the optional screenshot harness were skipped on macOS.
• Two consecutive Windows cross-builds passed, including x64 PE32+ checks for Koffi and better-sqlite3. Native Windows bootstrap, startup, updater, private-DACL, and packaged SQLite ABI checks also passed in GitHub CI.
• Release-mode regression tests verify exact-tree selection, fail-closed malformed configuration, no public promotion in test mode, and deletion restricted to the matching draft/source commit.
• Required PR and final-main gates passed. The first main Sonar attempt hit its existing 10-minute upload limit at 94% analysis progress; a Sonar-only retry passed without changing the deadline or quality policy.
• The release test verified the uploaded v1.13.0 draft assets and automatically deleted the draft. The release and tag are absent, public latest remains v1.12.3, and the temporary test-tree variable was removed. Push-to-draft-cleanup took 33m29s including the timeout/retry; PR gates took 9m50s and Windows packaging plus verification took 7m11s. Public promotion and immutability confirmation were intentionally excluded from this test.

SDP production was not accessed for testing. Live writes through Relay's OAuth connection remain unverified. Tenant-specific workflows are excluded; this does not claim parity with every SDP feature. Ticket alerts remain opt-in and inbox history is session-only.
