fix: skip node setup when rebuild not needed - #110

Move rebuild check before setup-node so that when no dependency changes are detected, node setup is skipped entirely.
The repo was renamed from foundry-sample-url-filtering to foundry-sample-category-blocking but the workflow guard was never updated, so the rebuild never ran.
