dfx pr guardpublishes noA38 / report (<target>)commit status and exits 0, so the Actions check is not red. Missing evidence is still recorded in the educational comment. Ready for review keeps today's enforce behaviour: valid report → success, missing or invalid report → failure.Does not fabricate a passing status without evidence.
