Replace java-tests.yml with new split workflow (Build & Test, SAST, SCA, Secrets Detection). Bump Spring Boot 3.5.6 → 3.5.13, pin jackson-bom to 2.18.6 for oauth-client-factory compat. Tomcat access-log CVEs trivy-ignored (not reachable).
Superseded by build-test-analyse.yml which includes Build & Test, SAST, SCA, and Secrets Detection.
