Updating the UI for the landing/home page, navbar, and the directory page

Changes Made

• Updated logo in navbar to change to a smaller one on smaller screens
• Updated hero.astro and removed the search bar
• added new animations to the directory page
• Moved navbar into file window
• Swapped programs and courses tab locations
• changed the tutorial images on the homepage

Testing

• Tested locally
• Checked on different browsers
• Verified responsive design (if UI changes)
• Ran linter (bun run lint)
• Ran formatter (bun run format)
• Build succeeds (bun run build)
