feat(life-call): LM-32 weekly feature discovery

Summary

• add the in-process weekly LM-32 discovery loop with durable seven-day throttling and locked-gate rotation
• source the exact §9.11 location/payout copy and button labels from the i18n map
• reuse Telegram callbacks, persist additive discovery/payout fields, and add a one-user E2E hook

Verification

• npm test — 273 tests, 273 pass, 0 fail
• node --check — feature discovery, i18n, E2E hook, scheduler, and server pass

Deployment / E2E

• Staging deploy is skipped: BLOCKED-on-Dais pending Railway CLI re-authentication.
• No prod deploy or prod webhook mutation is included.
• Fable E2E: cd apps/life-call && node scripts/send-feature-discovery.js <uid> (with the staging bot/Supabase env); this respects the real unlocked-gate checks and seven-day throttle.
