feat(life-call): add PANEL-0 personalized control center

• renew single-use panel access with clickable Telegram controls and human expired-link recovery
• add user-scoped command layer shared by chat and panel
• add Composio Calendar connect/reconnect/disconnect via reversible status API with inactive/ACTIVE readback
• add personalized connection cards, real settings, CSRF/idempotency, migrations and fixture smoke
