Add measurable assistant recommendation handoff

Summary

• make llms.txt discoverable from the homepage and replace blocked duration URLs with safe canonical recommendations
• add an English-only, noindex /recommend handoff page with referral-preserving exercise links
• emit a production-only, once-per-session agent_handoff_landing event and record the SEO/product experiment contracts
• register the new route in the native-i18n inventory without publishing localized or sitemap variants

Verification

• pnpm build
• 426 tests passed, 7 skipped
• post-build SSR checks passed
• focused agent handoff, sitemap, native-i18n inventory, and route-manifest tests passed

Production deployment and live GA4/mobile/citation acceptance are authorized for this release.
