Add mariadb/oracledb/psycopg2-binary/pymssql linux_x86_64 cells built for free-threaded 3.14t so -nogil image rebuilds skip source compile.

#1398-nogilbuilder had to compile these from source (no PyPI cp314t wheels). Hosting them avoids that on the next image rebuild.Test plan
