docs(site): add Engineering Practices page - #89

New bilingual page (pt-BR/en) at praticas-de-engenharia.html listing four engineering principles -- fail-closed by default, pinned dependencies with a cooldown window, integrity verification before trust, metadata-first scanning -- each linked to the real, already-public artifact that backs it (docs/SECURITY.md, .github/dependabot.yml, docs/RELEASE_INTEGRITY.md, docs/GLOSSARY.md in DataBoar/data-boar). No unpublished internal tooling is named. Linked from the footer's Posicionamento/Positioning column (partials synced via scripts/sync-site-chrome.py) and added to sitemap.xml.

The new page uses Portuguese and English panels, but it is absent from the fixed bilingual-page test inventory. A later missing or mislabeled panel would therefore pass the local gate and leave one translation inaccessible.
…inventory (Greptile review, PR#89) test_bilingual_panels_present checks a fixed tuple of page names for both data-lang-panel="pt-BR" and data-lang-panel="en". The new Engineering Practices page already implements both panels correctly but was missing from that tuple, so a future regression on either panel would pass the local gate silently. Both panels were already present before this fix -- this only closes the coverage gap.
