Promote working line 1.8.0-beta → 1.8.0-rc (maturity_build 127 per ADR-0073). Sync VERSIONING, CHANGELOG, release notes, packaging metadata, and version guards. Published PyPI/Hub channels remain on 1.7.4.post12 until stable 1.8.0 ritual.
