docs(ops): re-anchor today-mode 2026-09-28 and two-week plan

Summary

• Add OPERATOR_TODAY_MODE_2026-09-28 (EN + pt-BR pointer) after the Aug–Sep gap; PMO view at bottom of the EN file.
• Refresh rolling CARRYOVER / WORKBOARD (incl. [P2][chore][ci] PRs do agente de nuvem do Cursor nascem bloqueadas: commit assinado com chave desconhecida (unknown_key) #2009 as pending operator decision; fix(workflow): keep RC connector extras and fail sentinel on missing extras #2011 / security(connectors): block env-secret egress on REST and Microsoft OAuth #2012 / maestro/crow/GA lanes).
• Roll PLAN_TWO_WEEK_EXECUTION_NO_REGRESSION to cycle 2026-09-28 → 2026-10-11 (EN + pt-BR).
• Lab host wording uses chore(lab+ansible): bw CLI missing from T14 playbook; mini-bt disk at 90% #756 (no LAN hostname literals in public docs).

Test plan

• ./scripts/check-all.sh exit 0 on branch tip (pre-push).
• Pre-commit PII seed gate green on staged docs.
