Add Resource Attributes for OTLP Trace Metrics

What Does This Do

This PR adds additional Resource Attributes for OTLP Trace Metrics. host.name is added to default trace metrics for both OTLP and Native CSS path, which OTLP will include the option of emitting datadog.runtime_id, gated by DD_TRACE_OTEL_SEMANTICS_ENABLED.
