What does this PR do?

Removes all pup profiling subcommands while keeping the top-level pup profiling placeholder.

Motivation

The profiling API endpoints are not stable enough for pup yet and do not currently support the token-based auth flow we need. This feature can come back once the profiling endpoints are stable and support the token stuff.

For now, pup profiling points users to the Datadog MCP server docs and the profiling-enabled MCP toolset URL.

Additional Notes

Also removed old profiling tests that were somehow living in cost_ccm.rs (huh?) as well as update various docs.
