When docker compose up runs before the host config file exists, Docker
creates the bind-mount target as a directory. _load_raw() now returns {}
(empty config) in that case so the app starts cleanly and the first-start
wizard can run. _save_raw() raises a clear RuntimeError instead of
crashing silently.
