Consolidate project documentation into a single root README

This change replaces outdated/fragmented README content with one canonical repository-level README for Riot_web. The goal is to remove the old README file and provide clear top-level guidance for both frontend and backend workflows.

• Documentation cleanup

  • Removed front/README.md (old project-specific README).

• New canonical README

  • Added README.md at repository root.
  • Documented:
    • repo structure (front/, backend/)
    • prerequisites
    • frontend scripts (dev, build, lint, preview)
    • backend scripts (start, dev, data:import, data:destroy)
    • current backend test-script note

• Resulting structure

  • Documentation now starts from a single entry point at the root instead of duplicating guidance in front/.
