…dation Adds -700 light-text tokens (allow/approval/deny) so the decision palette meets WCAG contrast in light mode, consolidates the duplicate greens/reds to one fill + dark-text + light-text per state, and rebuilds public/r. verify:tokens green (42 vars x 2 modes, byte-identical to canonical).
