Summary
This PR updates governance documentation to reflect current Steering Committee information and adds Chairperson-specific governance guidance.

Added new guideline document:
guidelines/sc_chairperson_nomination_guidelines.md
Covers Chairperson nomination and election process, eligibility, term/vacancy handling, responsibilities, and time commitment
Expanded Chairperson responsibilities to include:
Budget oversight and budget approval coordination
Partnerships and industry outreach coordination
Why
These changes align public governance docs with the current leadership structure and establish explicit guidance for selecting and supporting the Steering Committee Chairperson role.

Notes
Chairperson election language is aligned with the current charter (SC elects Chair; SC voting rules apply).

## Election Process

1. Voting body: current SC voting members.
2. Voting method: one-person, one-vote secret ballot or recorded vote, as determined by the SC for that cycle.

Do we want to be prescriptive about the platform used for the sake of transparency? There were discussions around using Gitvote.
