fix: add seed support and interval validation to synthetic event generator

Description

Addresses the missing seed functionality and validation of interval seconds in the synthetic event generator.

Changes

• Updated generate_event and generate_events in utils/synthetic_event_generator.py to accept an optional seed parameter and set the random seed.
• Added verification to raise a ValueError if interval_seconds <= 0 in generate_events.

Verification

Ran pytest tests/test_synthetic_event_generator.py and verified all tests pass successfully.
