structured anomaly categories in abuse-monitor
Add AbuseCategory discriminated union and emit structured
security.suspicious_pattern events via the centralized Pino logger.
Export emitTestSuspiciousEvent for tests, update abuse-monitor tests,
and document/admin endpoint for per-category counts.
