Converts the temporary SHA pin (from the coupled merge of #27) to the released runtime tag v1.11.0, which ships the ADR-021 DP-vtable color slots. Both DXR_RUNTIME_GIT_TAG and the workflow RUNTIME_REF updated (rule-5 keeps them in sync). Last step before tagging the leia release.
