Update to current version of dongles, cars and main loop

• Dongle handling is completely revised to catch more problems
• Car decoders are restructured
• Can id 0x7df ("broadcast") is no longer used; control units are now directly addressed
  => reduced risk of triggering malfunctions and lower load on the bus
• Exception handling in main loop should be easier to read
• Polling is now skipped of NO DATA is returned once and voltage is below threshold
• Polling resumes if voltage raises above threshold
• Loop delay compensates for run-time of the main loop to reduce jitter

Ist das durchgetestet mit OBDHat und Ioniq/Kona/Niro?

Ioniq ist getestet. 'nen Kona oder Niro hab ich nicht im Zugriff. An den Daten die abgefragt werden hat sich aber nichts geändert. Hier geht's erstmal um die Verbesserungen an den Parsern.
