feat: add keyboard navigation and latency budgets

Summary

• add roving arrow-key navigation and keyboard activation across shared data tables
• add deterministic typeahead selection for the wallet page-size control
• expose payment, reputation, and risk chart values through focusable keyboard tooltips
• add reusable list, submit, and authenticated stream benchmarks with p50, p95, and p99 latency budgets
• surface budget regressions as failing GitHub Actions annotations
