Adds a command for debugging target priority, a notoriously wobbly concept to pin down in tests.
Replaces the "info" tab with a keybind editor as the first tab of the Keys panel.
Removes the unreachable load and delete functions and locals in `gui_savegame.lua`.
Workaround for beyond-all-reason/pr-downloader#74 Policy change applied in beyond-all-reason/rapid-hosting@b4a7a7e Same context as #9107
