Closes #291 #293 #596 This enables us to reconfigure some values without requiring an entire release of the client. Upon initialization, the client will attempt to handle 4 possible sources of config information and apply them in a cascading fashion. The first will be our remote config service, which will be updated with `remoteConfig/config.json` on a push to `master`.
Absent checkout resulted in missing config file for upload. Corrected.
