Updating everything and some more WPILib packages

Package Changes:

• Init https://github.com/wpilibsuite/vscode-wpilib under vscode-wpilib
• Init https://github.com/wpilibsuite/vscode-wpilib/tree/main/wpilib-utility-standalone under wpilib-utility
• Update all WPILib Packages (suite, and the two new packages) from 2024.3.1 to 2024.3.2
• Update Choreo from 2024.2.1 to 2024.2.2

Other Changes

• Update the flake's nixpkgs input
  • Also some minor updates to some existing packages to work with the new nixpkgs
  • Notably AppImage based packages to account for NixOS/nixpkgs@90622c10bd12fc55c17b528ff4e2394a701aa8a3
  • The fetch_wpilib_artifact_hashes.nu script now takes in a version number via --version and will print out hashes for all WPILib tools except for RobotBuilder due it's odd filename (.jar with no other suffix) and my lack of knowledge on Nushell

I eventually updated everything but moved it to another fork here: https://github.com/frc4451/frc-nix/
