This PR sets up GitHub Issues as a comprehensive task management system to replace Todoist for FRC Team 360, providing better integration with our development workflow and open alliance transparency.

Creating a new issue is now streamlined with structured templates:

For reporting bugs:

- Materials needed checklist
- Safety considerations
- Testing validation steps

The system includes a complete workflow from issue creation through closure, with automatic integration to our existing development process. Team members can now track everything from code bugs to hardware assembly in one unified system.
