• add curl-impersonate .NET bindings instead of calling curl.exe directly
• download cdn archives with httpclient instead of curl because its more stable
• improved retry logic
• randomize the order in which addons are downloaded each time which should make successive retries more fruitful when moddb is being difficult
• add windows arm64 build
• add settings path to the config info command
  • this cannot be changed with config set
