Digest-only bump. The single upstream commit in this range (FerrLabs/.github#351) only caps js-yaml in Renovate config, no changes to reusable-pr-title.yml or reusable-security-scan.yml, the two workflows this repo calls. Nothing here touches this repo. CI was still running at review time with nothing failed.
