Digest-only bump of FerrLabs/.github (2718959 → 39502a0), touching this repo's pr-title.yml and security-scan.yml callers.
Checked the two upstream commits in that range: #360 (ferrflow action bump) only edits reusable-ferrflow-release.yml, and #359 (actions bump) only edits reusable-ci-go.yml, reusable-ci-node.yml, reusable-ci-rust.yml, reusable-sonarqube-scan.yml, and the workflow templates. Neither touches reusable-pr-title.yml or reusable-security-scan.yml, the two workflows this repo actually calls, so there's nothing to break here.
CI: gitleaks, snyk, osv-scanner, and Lint had already passed at review time; the rest were still in progress with no failures. Approving.
