Reset Alembic to the v0.1 schema baseline

Intent

Replace the 63 pre-v0.1 development revisions with one exact, forward-only PostgreSQL baseline. Existing old, stamped, or nonempty databases are deliberately not upgradeable and must be recreated.

What changed

• installs the complete current schema from the single 0001_v01_baseline root revision;
• commits deterministic schema, reference-data, raw source, installed-baseline, and approved sequence-delta evidence;
• advances the two singleton seed sequences to prevent generated-key collisions;
• refuses old stamps and nonempty schemas before product DDL, and refuses downgrade before mutation;
• removes obsolete migration contracts, service-identity migration tooling, all 63 old revisions, and migration-only tests;
• replaces historical revision traversal with focused current-schema, ACL, seed, refusal, and manifest tests;
• accounts for all 133 removed test nodes in MIGRATION_TEST_CUSTODY.md;
• updates lane custody, reset fingerprinting, plans, and current operational/specification docs.

Impact

This is an intentional pre-v0.1 clean cut. Development databases using the removed graph must be destroyed and recreated. Future schema changes begin at revision 0002. No product API, permission, role, lifecycle, or worker behavior is changed.

Validation

• 41 passed: isolated test_alembic.py + test_database_reset.py
• 36 passed: isolated database runner custody suite
• Alembic reports exactly one root/head: 0001_v01_baseline
• Ruff, module boundary, authorization boundary, test-structure, behavior-ownership, Markdown link, and stale-wording gates pass
• architecture, security, QA, test-delta, CI-integrity, reuse, senior-engineering, and docs reviews passed; low-risk notes are documented in review handoff
• full repository coverage and all semantic Backend lanes are delegated to hosted GitHub Actions

Human review focus

• confirm the destructive no-compatibility reset is intended;
• inspect source/baseline manifest evidence and the two explicit sequence repairs;
• confirm PostgreSQL functions, triggers, constraints, ACLs, catalogues, and seeds are preserved;
