Outcome

Install the closed target-only workstream.compensation.adapter identity plus real ACTORS/PROJECTS owner eligibility for hidden adapter-binding create/resume. All four adapter-binding actions remain planned and unavailable.

Safety boundary

  • no service-action matrix row for the adapter target
  • no route, evaluator, grant, provider behavior, policy, award, or fulfillment behavior
  • exact project, actor-profile, and identity-link locks retained through the caller transaction
  • missing target matrix row denies through the canonical permission path

Evidence

  • focused Ruff and non-database tests pass
  • isolated PostgreSQL migration, downgrade, controlled-provisioning, and real owner-fence tests pass
  • semantic-lane collection and module/structure/ownership gates pass
  • architecture, security, product, QA, test-delta, CI-integrity, senior, reuse, and docs reviews pass
  • full PostgreSQL matrix and coverage are delegated to GitHub Actions

See the committed CP03A trust bundle and implementation review evidence for the exact proof and residual risks.

Summary by CodeRabbit

  • New Features
    • Added support for registering compensation-adapter identities as eligible binding targets.
    • Added eligibility checks for active adapter actors and draft or active projects.
  • Authorization
    • Target identities remain limited to eligibility validation and receive no executable actions.
    • Invalid or unknown identities now fail safely with permission-denied responses.
  • Documentation
    • Clarified target-only identity behavior and documented that Finance Authority activation remains pending.
  • Bug Fixes
    • Removed obsolete private authorization dependencies.

📝 Walkthrough

Walkthrough

CP03A adds the target-only workstream.compensation.adapter identity, ACTORS and PROJECTS owner eligibility, migration support, fail-closed authorization handling, ownership metadata, focused tests, and updated CP03A/CP03B status documentation. Binding actions remain unavailable.

Changes

Compensation adapter target eligibility

Layer / File(s) Summary
CP03A contract and completion state
.agent-loop/..., docs/*
CP03A is recorded as complete with target identity and owner eligibility. CP03B remains responsible for Finance Authority activation.
Identity registry, migration, and authorization behavior
backend/alembic/..., backend/app/modules/actors/..., backend/app/modules/authorization/...
The actors API owns the closed identity vocabulary. Migration 0005_compensation_adapter_identity permits the target identity. Target-only identities are excluded from action-matrix requirements and receive permission denial when no action row exists.
ACTORS and PROJECTS eligibility adapters
backend/app/modules/actors/compensation_adapter.py, backend/app/modules/projects/compensation_binding.py, .ci/behavior-ownership/*
New eligibility components lock and validate active adapter identities and draft or active projects. Ownership metadata registers the new targets and callable boundaries.
Migration, authorization, and owner-fence validation
backend/tests/*, backend/scripts/run_test_lanes.py
Tests cover provisioning, migration constraints, fail-closed authorization, owner locks, invalid identities and links, project eligibility, and unavailable binding behavior.

Estimated code review effort: 4 (Complex) | ~45 minutes

Merge Risk: 🔵 Low · up to 449e6

The PR adds a closed adapter identity and owner eligibility while keeping adapter actions unavailable. Merge readiness is otherwise bounded, but project-status documentation can misstate whether the change is live and which migration graph is current, creating avoidable deployment and authorization confusion; the documentation should be corrected or explicitly accepted by the owner.

Final exact-head review evidence

  • Base / merge-base: 2693bdf44f9a6be87fee4fee808618f6a116c476
  • Reviewed head: 354bdb57067af5a503d935a50b2ec968b59d3ad3
  • Worktree at review start/end: clean
  • Head changes during review invalidated earlier receipts; every required specialty was replayed on this final head.

Internal reviewer results

  • Architecture: PASS WITH LOW RISKS
  • Security: PASS WITH LOW RISKS
  • Product/operations: PASS
  • QA: PASS WITH LOW RISKS
  • Test delta: PASS
  • CI integrity: PASS
  • Senior engineering: PASS WITH LOW RISKS
  • Reuse/dedup: PASS WITH LOW RISKS
  • Documentation: PASS

No Critical, High, or Medium findings remain. The retained Low observations are non-blocking and explicit: the existing ledgered transitional ACTORS re-export, and a localized PROJECTS lock query whose populate_existing=True semantics are not supplied by the existing repository helper.

Deterministic and hosted evidence

  • review_target.py: base, merge-base, head, changed paths, and clean state matched at start/end.
  • git diff --check: pass.
  • stale Workstream wording, stale authorization docs, Markdown links, and chunk-state synchronization: pass.
  • Agent Gates: pass at the exact head.
  • Backend run 31921987492: success at the exact head.
  • Auth boundary preflight, all seven semantic lanes, aggregate coverage/test job: pass.
  • No tests were removed/skipped and no CI or coverage gate was weakened.

External review replay

Both prior CodeRabbit findings were verified fixed and their threads are resolved. A new full review was requested on the final head; CodeRabbit declined it due to rate limiting, so that status is not represented as a substantive fresh review and no claim relies on it.

Human approval and merge remain required.
