feat(con): add hidden submitter contribution and complete awards

Change

Add the hidden submitter participant needed by shared acceptance. It creates or exactly replays one FinalAcceptance-sourced contribution and the complete frozen set of zero, one or two compensation awards in the caller's root transaction. A deferred PostgreSQL guard rejects missing awards and refuses incomplete retained data during upgrade.

Boundaries

• The existing lifecycle fence is supplied through a consumer-owned interface, preserving the future REV → CON dependency. CON uses COMPENSATION's public award port; neither participant commits.
• Frozen published/retired rules remain authoritative. Replay preserves IDs and rejects incomplete sets without backfill. Compensated replay checks retained correlation; unpaid records have no award correlation to compare.
• This adds no production registration, acceptance/source writer, TASK transition, AUTH allow, live routing, reviewer participant or payment delivery. Source-authority hardening and shared acceptance composition remain required before activation.
• The affected current roadmap/specifications and initiative navigation advance to shared acceptance/TASK effects while preserving the independent human-review routing branch and later reviewer work.

Verification

• Exact candidate 0737624c, reconciled with main f169c9eb; merged MCP administrative reads and CLI profile editing are preserved.
• Full hosted CI: 8,549 unique tests collected and completed exactly once, zero skips/deselections. The synthetic merge tree matches the candidate; all evidence hashes and database/MinIO cleanup checks pass. MCP, CLI contract and Agent Gates pass.
• Focused PostgreSQL proof covers all four economics shapes, exact replay, foreign-source rejection, incomplete-award replay, independent-session concurrency, root/savepoint fencing, atomic rollback, deferred SQL completeness and retained-data migration preservation/refusal. Guard-removal probes detect the intended replay and SQL defects. 274 focused pure contract/ownership/lane-evidence checks also passed.
• Architecture/reuse, security, QA/test-delta, CI-integrity and documentation/product-operations reviews passed on the final candidate; no open internal finding. Ruff, module boundaries, Markdown links, stale wording and Commitrail checks passed.
• Existing contribution-storage modules and new participant tests use project partitions; all tests, nine lanes, caps and completeness gates are preserved. Slowest lane: 1,148.472 seconds against the unchanged 1,200-second cap. Total backend wall time remains about 22m44s, above the diagnostic timing target.

Remaining boundaries

Future production composition must prove that the canonical fence, CON participant and award owner share the caller's transaction, with genuine source authority and complete TASK/acceptance effects. This hidden participant does not establish those live guarantees. CodeRabbit is rate-limited on this exact head; its green status is not a substantive review.
