Current main reconciliation

Reviewed candidate: 74dd14d35b3b208280122227bd468ea4bc1b8079, against main 7c8a11998fc20b60ce9755b2a1b3119ebf2f5e54 after #485. Conflict resolution preserves both CLI guide-declaration and ARCH B5 initiative entries. Independent scoped reviews passed; no actionable findings remain. No CLI implementation or test changed during reconciliation.

Local identical-tree binary: 56 HTTP/process tests passed (115.90s). Current-head isolated real PostgreSQL/API journey passed (173.92s), migration 0023, cleanup confirmed. A temporary lifecycle-validation mutant failed the intended regression by accepting a forged activation fact; the reviewed binary rejects it.

All current-head hosted checks passed. The complete CLI/API suite passed 57 tests (67.63s). Backend run 37743423071 tested synthetic merge ee91cf23742d62872d87ec07171a01653d93d687, whose tree exactly matches this head. All nine lanes and the required aggregate passed. The downloaded nine bundles were independently merged and validated against the exact tested checkout: 8,715 unique collected/completed tests, zero skips/deselections, authenticated evidence/coverage hashes and all nine PostgreSQL/MinIO cleanup records. Agent Gates and both MCP checks passed. CodeRabbit remains rate-limited; no fresh external review is inferred. Earlier evidence below is historical. Human approval and merge remain required; nothing has been merged.

Change

WS-CLI-001-09 — Declare a project guide and its required setup inputs.

Goal

Add workstream project guide create PROJECT_ID --input FILE --idempotency-key UUID
through the existing public POST. This returns draft metadata, illustrative task
examples and declared document upload targets—not uploaded files or an approved guide.

Intent And Planning Context

Bounded change.
The plan review passed after fixing whitespace normalization, nullable fields,
response relationships and reachable authorization controls.

What Changed

  • One fixed public operation with a regular UTF-8 JSON input file; exact request
bytes, field omissions, caller bearer and key are preserved.
  • Complete closed creation-response validation and safe text/raw JSON output.
  • Existing one-shot transport reused. Guide-only envelopes: 1MiB input and
2MiB response; existing operations retain their limits.
  • Built-process hostile HTTP tests and an extension of the same real
    FastAPI/PostgreSQL journey, plus README/roadmap/initiative reconciliation.

Scope Control

CLI and its integration tests/documentation only. No backend, MCP, dependency,
workflow, hidden route, authority or lifecycle implementation changed.
Document upload, setup polling, policy approval, activation and distribution
remain outside this change.

Evidence

Implementation candidate: 85424d3b8d187c56a059b8a237dcc4f51e96fdce.
Go verify/tidy-diff/vet/build and formatting passed. Ruff/format, Markdown links,
Commitrail, four stale-wording scans and 16 workflow guards passed.
All 56 HTTP/process tests passed against the clean 2991780e binary (120.94s),
including exact bytes, substitution, normalized UUID duplication, bounds,
TLS/HTTP2 GOAWAY and impossible draft approval/activation facts. The new focused
regression fails on the exact pre-fix binary at the intended forged policy ID.
The raw-string UUID-uniqueness mutant also fails its intended regression.

Historical pre-repair head 788119d1: real API/PostgreSQL journey passed locally
(327.61s; migration0022; cleanup confirmed), and the identical-tree hosted complete
CLI/API suite passed 56 tests (67.17s). The combined local 300s timeout is retained
as a non-pass; it is not hidden behind those completed runs. Backend and journey
owners are unchanged by the repair, but this is not relabeled current-head proof.
Prior repaired-head 2991780e hosted CLI/API suite passed all 57 tests (62.30s), against
fresh PostgreSQL through migration0022. Its synthetic merge da26529d has the
identical tree to 2991780e (zero diff). Agent Gates and both MCP checks passed.
The final CodeRabbit fix moves the unchanged 1MiB guard before decoding. All
eight guide process tests passed on the clean 85424d3b binary (19.87s); no
transport, response, test or backend owner changed. The current-head hosted
complete CLI/API suite passed all 57 tests (60.51s), with fresh PostgreSQL
through migration0022. Hosted merge 373ad26b has the identical tree to
85424d3b (zero diff). Agent Gates, both MCP checks, all nine Backend lanes and
the required aggregate test check passed. Hosted evidence independently
reconciles 8,693 unique collected/completed backend tests, zero skips/deselections,
all evidence/coverage hashes, and all nine PostgreSQL/MinIO cleanup records.
Backend run: 37644122590.
This exact head is ready for eligible human approval; nothing has been merged.

Test Delta

Only process/integration tests added; no Go unit suite, removed/skipped tests,
coverage thresholds or test-selection changes. Existing HTTP fixture gains raw
request capture. Real API tests use public grants and bootstrap, not fake authority.

Impact-Routed Reviewer Results

Plan feasibility: PASS at 4a474a77 (future runtime proof was not claimed).
Implementation reviews at 2991780e all passed:

Tracks Review assignment Verdict and proof
Architecture / documentation /root/cli07_plan PASS / PASS; unchanged backend ownership, strict creation receipt and corrected 64KiB-default/2MiB-exception wording
Security /root/cli07_security PASS; exact new binary rejects every valid-but-impossible lifecycle fact; focused test fails on old binary
QA / test delta /root/cli07_qa PASS / PASS; 56 process tests, distinct negative-path assertions and both discriminating defect probes

Matching clean start/end snapshots bind each replay to this head. These are
non-authoritative review summaries, not canonical receipt custody. Previous
local PostgreSQL proof is explicitly historical/source-compatible. Affected
QA/test-delta and security replays passed at 85424d3b; current-head full hosted
verification passed. Architecture/docs are unaffected by the guard
reordering and their prior scoped evidence remains compatible.

Material findings fixed: DOC-CLI09-RESPONSE-LIMIT and the shared
QA/SEC-CLI09-DRAFT-RELATIONSHIPS defect. No open internal findings or running
reviewer sessions remain.

External Review

CodeRabbit substantively reviewed all 14 files at 2991780e and raised one
minor finding: check the API-client input bound before decoding. Fixed at
85424d3b; the verified review thread is resolved. Its incremental review is
rate-limited, so no fresh external approval is inferred for the final commit.
The automated docstring-percentage warning is not a repository requirement;
no quota-generated comments or unit-test suite were added.

Three ordinary HTTPS pushes were rejected by GitHub internal errors; the exact
reviewed blobs/tree/commit were published through the Git-data API with hash
verification and a normal force:false fast-forward. No new commit identity,
force push, protection or CI change was introduced.

CI And Gate Integrity

No workflow, command, dependency or blocking-check weakening. Coverage remains
diagnostic; complete hosted execution remains required.
Older Backend runs were superseded/cancelled by newer pushes; they are not
counted as passing current-head evidence. The final head passed without a retry.
The recorded Backend lane-to-aggregate wall time was 1,317.979s (~22 minutes),
so the existing eight-minute diagnostic target was not met. This CLI change
does not claim to solve the separate Backend timing bottleneck.

Remaining Risks

An uncertain write is not rollback. Only manually replay unchanged project,
file contents and key. Guide replay reauthorizes through its existing backend
owner; the creation receipt is not current setup readiness.

Human Review Focus

Declaration versus upload/approval; exact file/key custody; complete response
identity; unchanged authority and no automatic POST replay.

Human Merge Ownership

  • I can explain what changed and why.
  • I accept the remaining risks.
  • The user explicitly approved this specific PR for merge.

📝 Walkthrough

Walkthrough

The project CLI adds guide declaration through a public API endpoint. It accepts a bounded JSON file, sends one keyed request, and validates the creation receipt. The guide remains in draft with setup awaiting document uploads. Tests and documentation cover the command, receipt, authorization, replay, and input and response limits.

Changes

Guide declaration

Layer / File(s) Summary
Guide API and CLI command
cli/internal/api/client.go, cli/internal/api/guide_create.go, cli/internal/command/command.go, cli/internal/command/guide_create.go
The project guide create command reads a bounded input file and calls the guide endpoint. The API client validates the declaration and receipt, applies a 2 MiB response limit for this request, and marks invalid receipts as unknown outcomes.
Guide creation integration coverage
cli/tests/integration/guide_create_journey.py, cli/tests/integration/test_guide_create_http.py, cli/tests/integration/test_http_boundary.py, cli/tests/integration/test_public_self_service.py
Integration coverage checks receipt contents, authorization, replay, invalid input, response limits, and uncertain outcomes. The public self-service test invokes the guide-creation journey.
Delivered boundary and command documentation
.commitrail/INDEX.md, .commitrail/initiatives/WS-CLI-001/*, README.md, cli/README.md, docs/roadmap_status.md
The documentation records guide declaration as delivered and describes its draft state, command usage, and request and response limits. Document upload, approval, and activation remain outside the command’s scope.

Merge Risk: 🔵 Low · up to 29917

The CLI guide-declaration path remains bounded, but direct API-client callers can incur unnecessary parsing of oversized input. Move the size check ahead of decoding; this is a bounded follow-up rather than a broad merge blocker.
