Opening osu trainer completely lags pc and wont run app

Specs:

GPU - NVIDIA GeForce RTX 4060
CPU - Ryzen 5 5600X 6-Core Processor
Storage - WD Blue SN570 500GB
OS - Windows 11 Home

Issue:

Whenever I open the app, it completely starts to lag my pc and makes inputs register only once every 2-3 seconds. The app itself also wont load and just sits on the blank trainer screen. After about 5 minutes of waiting, the input lag issue resolves itself, but the app is still completely frozen. If I try to interact with the app (before or after waiting), it takes about 30 seconds for any of my clicks to register. It also is unable to load any of my osu maps on both stable and lazer

The app is stuck on the screen shown in the image above the entire time

What I have tried:

• Reinstalling osu trainer
• Excluding osu trainer from my antivirus software (both windows defender and Malwarebytes)
• Moving osu trainer to another drive (tried moving it to my HDD - TOSHIBA DT01ACA1 SCSI)
• Restarting PC
• Open osu trainer before osu

I just now tried to download the 1.7.0 version to see if it works. When I ran it, it downloaded the 1.8.0 version and it started giving me the "Access is denied." prompt which I was not receiving before. Running the app as adminstrator did not fix the issue and it started going back to the input lag and not loading issue from before
