As per the doc, this function should only return true when there is something obscuring the slot, which there isn't any. I tested for the case where the other panel is on top of the panel and it doesn't trigger the drop, so it should be working. The function that is responsible for the shift drop is
NEIController#lastKeyTypedand it will check the slot is not obscured before shift-drop.Fixes GTNewHorizons/GT-New-Horizons-Modpack#25138
