Relates to AND-244. Follow-up to PR #97 after live MCP initialization confirmed a stale UTM-only tool instruction. The registered surface has 10 canonical public tools across supported universities plus 7 deprecated UTM aliases. Direct clients to the canonical university/campus-scoped tools and align directory and submission metadata with the 30-tool contract. Local npm run check passed, including tests, typecheck, contract, and build.
