feat(waterloo): add canonical main-campus routing data

Summary

• add a canonical University of Waterloo main-campus snapshot under the collision-safe waterloo-main campus ID
• source 68 current building identities/codes from Waterloo's official campus map and current Pearl Sullivan Engineering rename from Waterloo News
• derive redistributable footprints, explicit mapped entrances, and the pedestrian graph from OpenStreetMap
• classify inferred building/entrance connectors explicitly as inferred with unknown access; no accessibility or public-door claims are invented
• add representative route, provenance, schema, and coverage regression tests

Coverage

• 68 official coded buildings
• 63 routable buildings
• 196 explicit mapped OSM entrances
• 14 inferred building access points
• 13,126 path nodes / 13,954 path edges
• representative nearby, cross-campus, residence-to-academic, and east-to-core routes verified

The official-map entries lacking independently identifiable redistributable geometry are not guessed. Five included outlying buildings remain unroutable rather than receiving implausibly long inferred connectors.
