What is the new behavior if this PR is merged?
The
tag_publish.ymlandtest_publish.ymladd the feature to be able to automatically release to PyPI using versioning (note that the PyPI secret tokens must be added in settings to make this work). This is less confusing than the current method than generating releases from merged PRs.Other than that there were a lot of problems with linting and old versions that needed to be updated so I did that as well.
NOTE: FIGURE OUT HOW TO PUBLISH COVERAGE SO THAT IT WORKS
The current process needs a token and or has a runtime error which is not good.
