Tier 3 promoted 0 because it required a live Tier-1 source; the green records are sourced from Tier-2 DBs (cpubenchmark/gsmarena), so nothing ever promoted and verified stayed ~1.2%. Accept a live T1 or T2 source (green already guarantees an authoritative source + completeness + consistency). Refs #1
