techapi-verify-comment.yml: onrepository_dispatch: techapi-verify(relayed from a TechAPI PR/verifycomment) it checks out the PR head, runs TechAPI'sapp.verify score, and posts the green/yellow/red band report on the PR as TechEngineBot. Pairs with TechAPI'sverify-command.yml. Non-gating.
